If you got to System>Administration>Network and click the "General" tab there is a new option that says
"Scan for available services and advertise . . ."
Mine was checked by default. Unchecking it removed the delay.
Unchecking the box removed the delay for me. Should this be checked by default? If I go to this screen it says this is a potential security risk, not to mention a big annoyance when trying to ssh into remote computers.
