Add building script.

This change is being submitted as separate change, because adding build
tags will break Windows CI.

The order of operations is:

1. Merge this change.
2. Use ./Invoke-Build.ps1 in Windows CI
3. Merge the change that adds build tags and updates ./Invoke-Build.ps1
