For the record, i maintain this is a bug in Amazon's implementation, as they define the launchTime as xs:dateTime (http://docs.amazonwebservices.com/AWSEC2/latest/APIReference/index.html?ApiReference-ItemType-RunningInstancesItemType.html) and returning a localtime value (sans 'z'ed) is valid by my reading of http://www.w3.org/TR/xmlschema-2/#dateTime
