So I hate to say, but only being broken on Rocky 9 with their OVN packages points at a distro issue.

Is Rocky 9 close to Centos 9? If so we can create a test patch and run the experimental jobs, there is a neutron-ovn-tempest-ovs-master-centos-9-stream job that will build OVS and OVN from source on Centos 9.
