Sorry for the slow response just busy with a lot of things. Thanks for reproducing this with a tenant network, make it easier to debug (for me).

I will try and reproduce this with a later OVN version, should be able to trigger a build from source in devstack. But I am still curious why you have a 'drop' rule as I don't see neutron adding one, unless ovn-controller is doing that.
