Could you please attach the relevant Logical_Flow records from NB for the affected port? And also, while at it, please show the output of `openstack port show` and `ovn-nbctl list Logical_Switch_Port` and `ovn-sbctl list Port_Binding` for the relevant ports. Thank you!

I wonder if you have relevant port security Logical_Flows created for the port in SB database...
