regarding your bisect, I think the exact commit you identified may expose failing behavior because it lacks the full implementation of the feature, so it doesn't create any flows in table=7[3-5] at all.

Could you please repeat your dump-flows with commits included up to 94974a02bfd5b24b89a6a7471133730fd7fa1356? These will show the final set of flows as created by ovn-controller (and not through Logical_Flows).
