We're seeing it on AlmaLinux-9 as well (our production rig), so it is definitively not a Rocky-9 specific issue. It is possible that it comes from RHEL-9 (both AlmaLinux and Rocky are RHEL clones). Both AlmaLinux and Rocky are related to CentOS-9, as CentOS-9 is upstream for RHEL-9.

The RPM packages for all of the above comes from https://www.rdoproject.org/.

I personally believe it is more likely that it is an upstream OVN issue, and that the reason it does not (yet!) occur on Ubuntu-22.04 is that the Deb packages it uses contain an older OVN version than the RPMs Rocky/AlmaLinux/RHEL/CentOS provided by RDO Project.
