Logan, that could be the case. But we would need to see state of Limestone compute nodes to check that (when this would happen again).
I don't think that this could be race condition during setting up security groups and spawning instance but maybe vm which leaked those RA was e.g. live-migrated and than it happend somehow? That's all just guessing as I really don't know what could happen there :/
