If the Cisco Nexus plugin is configured, then any attempt to bring up a VM instance fails if the VLAN ID used for that VM is in the range of 1006 to 4094. When such a failure happens, the Quantum logs show that the Nexus switch is rejecting the VLAN configuration with the following error:
ERROR: Can't modify state for extended VLAN <vlan-ID>
