Comment 0 for bug 1710589

For following scenarios, max_seconds_per_iteration validation is failing miserably.
IIRC, these scenarios used to work. I don't remember when it was though. (Maybe newton timeframe)

NetworkPlugin.create_ports
NetworkPlugin.create_routers
NetworkPlugin.create_subnets
NetworkPlugin.create_subnets_routers_interfaces

It's probably due to retriable exceptions like the following due to contentions.
