Hey Moodle User,
FWIW, I *have* been able to use this plugin successfully with a Moodle 1.9.8 installation.
I've tested against a custom OpenID provider and also my launchpad.net OpenID account. In both cases authentication was successful and a new account was created associated with the OpenID I provided.
I haven't put this system into production or tested it thoroughly yet, but so far it's all working well.
