In our environment upgrading to Kombu 3.0.23 resolved the issue. We are running CentOS 7.2 with RDO packages.

It seems that RedHat has pushed a source RPM to their Enterprise repo: http://ftp.redhat.com/pub/redhat/linux/enterprise/7Server/en/RHOS/SRPMS/python-kombu-3.0.23-1.el7ost.src.rpm
