is this still an issue? I was not able to reproduce the problem.
I was able to delete delete_failed cluster by re-running cluster-delete command. If magnum abandons the delete failed stack, it leaves some resource behind and probably that is not a good idea. If re-running cluster-delete doesn't work, can try following
1. manually delete failed/error resource and re-run cluster-delete
2. OR delete all the cluster resources manually then abandon the cluster stack and re-run cluster-delete
