I just tried to reproduce this and I couldn't (using 1.7 rc1). I had two NUCs commissioning and using the bulk action "Abort commissioning" I managed to abort the commissioning process just fine.
Maybe it failed because you tried to abort the commissioning while the "power up" action initiated at the beginning of the commissioning phase was still running…? In which case you should have seen an error message similar to """The action "Abort commissioning" could not be performed on 2 nodes because their state does not allow that action."""
