Just thought I'd report that I, too, am seeing this flapping behavior on my couple of rack controllers - both on MAAS 3.3.4. Throwing my comment on this since this bug is reportedly fixed in the 3.3.x branch, yet persists for me:

It's worth noting that I am NOT seeing the dhcpd service restarts on every disconnect/reconnect, however - in my particular example, insofar as I can see, there is no loss of functionality and it is purely cosmetic.
