Same problem here. Tried creating a pkla file with this text:

[Clock setting allowed for all]
Identity=unix-user:*
Action=org.gnome.clockapplet.mechanism.settimezone
ResultAny=no
ResultInactive=no
ResultActive=yes

To no apparent effect.
