Update- the problem is being caused by my HP LaserJet 1018 printer. Printer was not cooperating during USB enumeration. Perhaps something was changed regarding the USB enumeration process for this release? Anyways, unplugging the printer fixes problem- no delay on boot anymore. I would suggest anyone else experiencing similar problems try unplugging all USB devices and rebooting- try booting with one device plugged in at a time (or watch kernel log while you plug/unplug devices) and try to see if there is a single culprit preventing timely USB enumeration.
