switcher_off_hotplug_cpu.sh PASSED on IKS kernel

workaround for this issue is
RCU_FAST_NO_HZ has been disabled in Switcher Linux kernel. (nico/master kernel)
RCU_FAST_NO_HZ=n

which is not a fix, it is a just a work around. so i have changed the status to fix-committed to in-progress.
