the issue there is that the active layouts list set by ubiquity hits https://bugzilla.gnome.org/show_bug.cgi?id=646269 and an xorg limitation, the current list is also not really practical from an ui perspective, we should probably default to one keymap and let the user add extra ones from the control center if needed
