Comment 0 for bug 96466

When adding a comment/attachment to a bug, the order of the editing area is: first comment, second attachment. However, when viewing the addition afterwards, the order of the viewing area is reversed: first attachment, second comment.

This reversal is actually causing user comments to be confusing. For example, it is common for people to refer to their attachment "below". However, when viewing, the attachement is actually above!
