It's not possible to remove a bugwatch from a product that started using Launchpad as its bugtracker.

Bug Description

Steps to reproduce (using sample data):
1. Log in as Sample Person;
2. Open http://launchpad.dev/thunderbird/+launchpad
3. Choose "Bugs are tracked in Malone" and click Change;
4. Open http://launchpad.dev/thunderbird/+bug/9
5. You can't remove the bugwatch associated with that bugtask.

Step 5 is a problem because if you update the importance of the bug, when the bugwatch updater runs again, it'll update the importance to whatever importance the
remote bug is set to.

Bug 42178 is an example of such a bug.

I suggest that when a product start to use Launchpad officially and it has any bugwatch, bugwatches should be set to "manually updated".

A side effect of this bug is bug 70952, where in step 4 the page will OOPS for users that don't have permissions to edit the importance field.

I'd prefer not doing too much when flipping the switch to use Launchpad
as the official bug tracker. If someone experiements with that switch,
it'd be nice for them not to loose any data. It shouldn't be too hard to
make the update and delete code aware of the "official bug tracker"
switch.
