LookupError when a product adopt malone as its bugtracker and that product already have bugwatches.

Bug Description
When a product changes its status to "Uses Malone officially" and that product
contains bugwatches to the former bugtracker we might see LookupErrors like
OOPS-305C555
This happened to the jokosher product
recently and is explained in bug 49899.
Steps to reproduce (using sample data):
1. Log in as Sample Person;
2. Open http://
3. Choose "Bugs are tracked in Malone" and click Change;
4. Log out and log in as No-Privileges
5. Open http://
6. Crash like OOPS-305C555
Notice that in step 5, if you're logged in with an user that has privileges to edit the bugtaks importace, the page won't crash.

I asked Michael Vogt to change the importance to fix the immediate problem.
