This isn't really a bug in Launchpad or SSO. While we'll hopefully eventually add facilities to manage OpenID identifier associations, the multiple associations are only a problem when the consumer is buggy! Any changes to Launchpad would simply serve to work around the bugs in the consumers. The only consumers I know to be buggy in this respect are Summit and OpenStack's gerrit -- they're trying to do the mapping the wrong way.
Steve, you've somehow created four separate SSO accounts, all associated with your Launchpad account. If you file a support request at https://answers.launchpad.net/launchpad/+addquestion we can get some of them cleaned up to work around the Summit incompatibility.
