The new guided file bug form will always display a list of the "Most Frequently Reported Bugs" after the first step, and this list may include bugs for which a task on the current context has been rejected.

To reproduce, go to https://launchpad.net/products/launchpad/+filebug, enter any text and continue. The first bug on the frequently reported list is "ipw3945 not working (Edgy 2.6.17-9-generic #2 SMP)", which has been wrongly reported against launchpad and thus rejected. That bug should not appear on that list at all.
