Because there were more than 300 other critical bugs that also needed to be fixed by a handful of engineers. Launchpad has two engineers and they only work on critical bugs. There are currently about 100 other critical bugs that need fixing. I expect this bug could be closed this year if the engineers can maintain their current pace of fixing critical issues.
