A new project home page says "Development focus has not been specified", and gives a little (+) button. Clicking that brings to me a particularly boring page with insufficient explanation that says "The Bazaar branch for this series. Leave blank if this series is not maintained in Bazaar."
If the series is not maintained in Bazaar, you should not leave it blank. You should instead request an import and configure that. This page should make that easy, perhaps by providing a link to the import form.
