Launchpad Search For Bugs Filed Since Last Time Package Was Updated

Bug Description
As a sysadmin I often hold off updating packages for a short time and/or test the update on a small subset of users to try and make sure no new problems are being introduced.
It would be helpful to be able to check Launchpad for any bugs filed on a package since the last time it was updated.
This is similar to bug#290023 and bug#78101 both of which are looking for time based reporting, but this would be 'since last updated' instead of a scalar time period.

This is probably reasonably simple to implement (note that I'm not committing myself too much to that assesment ;)), but I doubt that we in the Bugs team would be able to get to it any time soon.
I'd be happy to go through it with anyone who's interested in doing the development work to see if we can come up with a good solution, however.
