Given that, showing subscribed bugs by default would probably be fine.

Is it intentionally that assignment does not subscribe the person?

This does kind of raise the question of whether "subscribed" means "I'm interested in this bug" or "I want to get mail on every change", which is slightly different. I like the prompt below the comment box to subscribe.
