Yes, it was because you had just added an upstream bug link. Doing that made Launchpad switch into the upstream X-Chat context, which made the "Report another bug" link point at upstream X-Chat instead of Ubuntu's xchat package.

So the simplest fix for this problem is for Launchpad *not* to switch contexts like that when you add an upstream bug link, in which case this is a duplicate of bug 72981. Does that seem reasonable? (There are other ways this problem could be fixed, such as having a separate "Report another bug" link for every project and package referred to in the bug report, but that would be more cluttersome.)
