I've had the same problem.
But first Launchpad refused to let me report an Ubuntu bug with 'I don't know' selected. Kept saying there is 1 error on the page (then losing the details of the attachment I wanted to include so that I had to re-attach it every time I tried to submit the bug report).
I tried to select the package as described by the reporter above but when I selected the package that seemed to match (though I wasn't sure at all), it said there was no such package (so why list it then!!?).
Eventually, I managed to submit the bug by leaving the (apparently invalid) package name in that field but selected the radio button of the 'I don't know' field.
