I understood that as "see which packages belong to Ubuntu itself", so packages where ubuntu is "upstream"?
A way to mark (or temporarily hide?) packages where we know that 'upstream' translators are doing (good) work might also help. Doing double work is not productive...
So maybe a more general solution would be better.
