If I understand you correctly, you want a project-specific content in the description field.

Who would set that? The maintainer of the project?

That would mean quite some changes, both to the UI and the data model.

That said - I do not think we should special-case Ubuntu, although it would be the most prominent project. Or in other words, if we'd implement a solution, than it should be available for all projects.
