When subscribing someone else to a bug, the subscribed person currently does not get a notification email about this. A common workflow is:
* add a question as bug comment
* subscribe some people who might be able to answer it
but those do not get bug mail unless another comment is added, so they easily get missed.
The notification email should have X-Launchpad-
