The ubuntu-drivers team is currently filing two Launchpad roles for Ubuntu - the Maintainer and the Driver for Ubuntu and the permissions listed in the description may come from either of those roles. Another role that Ubuntu is not using is the "Release Manager" role for a series - https://launchpad.net/ubuntu/maverick has no release manager set.

I think the permissions / tasks should be examined to determine which roles can perform them and then if necessary the permissions should be moved to a different role. For example, I believe the bug supervisor role, if a bug supervisor is set, should be able to set package bug guidelines and official bug tags.
