The composition of canonical-qa team has changed, and some of the defect analysts who had permissions to nominate to series (necessary by job), couldn't. Some of the security team members need to do this, as will some of the support team as well, so the lack of permissions to permit series drivers as a separate task is causing issues.
A launchpad team was set up ubuntu-release-nominators to contain those individuals who need to do these nominations, and they've been made part of ubuntu-release (instead of canonical-qa). These individuals don't need all the permissions that ~ubuntu-release has, and being able to make release series nominations should be separated out and people be assigned to do that task explicitly.
