Unfortunately, in the six years since I reported this bug I have forgotten the exact details. I don't have any archived Launchpad mail notifications using the phrase "Updated on". And the Web confirmation for changing a bug description does not now include a timestamp.
However, I can see two remaining problems where time zones are unclear:
* The timestamps showing when a bug report was created or changed use either GMT or BST, depending on whether the creation or change happened in the British summer. (For example, so far this bug report has two of the former and four of the latter.) Probably it would make more sense to use UTC consistently.
