In a tagged bug report, the link pointing to the list of bug reports tagged as such should point to the full list, ie. not only the bugs in the particular package, but the bugs in the whole distro.

So the link ubuntu/+source/$package/+bugs?field.tag=$tag should become ubuntu/+bugs?field.tag=$tag.
