As far as I know, there is already an "Ask a question" button next to the "Report a bug" button wherever it appears, except on bug-tracker-specific pages (and sometimes even then, e.g. <https://bugs.launchpad.net/ubuntu>).
I count three problems here:
1. There's no "Ask a question" button on the answers.launchpad.net front page.
2. "Answers" is a confusing name when you want to ask a question, not answer it.
3. The Answers tour gives you no clue as to how to get started (reported separately as bug 137440).
I suggest that we use this bug report to track problem #2. I'll raise #1 separately with our chief designer. Ok?
