Adding fixture for nic based mirroring tests.

- SHould cover configuring the nic vlan id
- Should have methods to send traffic.
- Should have checks to check if the vlan configured matches the packets
that have that vlan id.
- Recent patch should have centralised code. There is only 1 function
now that should handle both legacy and nic config calls.
