Comment 4 for bug 1400590

Pending issues:
1. When prior router owner set fails, owner string is still updated. Subsequent owner change operation throws exception while trying to remove reference of unset router ref.
2. If all allowed address pairs are removed, then update doesn't contain empty allowed address pair list. Leads to no update of allowed address pair.
3. Should allow entering any vm uuid, instead of selecting only from the vm list from api server (VM's not having any ports are not present in api server).
