Remove selinux as was made obsolete

docker-ce-selinux was made obsolete by new version of docker
(18.09) by the package docker-ce-cli. Installing docker
in 18.03 and then trying to install docker-ce-selinux
results in actually installing docker-ce-cli 18.09 which
causes a dependency mismatch and fails.
