Comment 1 for bug 1792335

From my perspective, this is the same issue as what I was working on: https://review.opencontrail.org/#/c/45975/ . You can do the change I did in 'config_schema' container and then restart it. If the port range is configurable without restarting the schema container, we can close this bug.
