It might be a regression on 3.0, because downgrading juju -

:~$ sudo snap refresh juju --channel=2.9/stable --classic
juju (2.9/stable) 2.9.35 from Canonical✓ refreshed

:~$ snap info juju |grep installed
installed: 2.9.35 (20893)

I can bootstrap juju with
`juju bootstrap --bootstrap-constraints arch=arm64 --debug`
...
Bootstrap complete, controller "localhost-localhost" is now available
Controller machines are in the "controller" model
