Pondering if we should have a different `num-provision-workers` for the container provider. Currently the default is 16.

Some the machines reproducing this problem are running high load will very little free memory at the end (200M). Machine unhappiness is also seen with "failed to begin transaction: context deadline exceeded" from LXD. But not all, seen on bigger machines as well.
