The mirror data also must be added to https://streams.canonical.com/juju/tools/streams/v1/cpc-mirrors.json. This can be done after the region is added to
    http://cloud-images.ubuntu.com/releases/streams/v1/com.ubuntu.cloud:released:aws.sjson
