quick update
In file user.properties I have added he following
jvm.arguments=-Dhttp.proxyHost=inf-tx50.ias.u-psud.fr -Dhttp.proxyPort=3128

Then the proxy is used to install the libraries needed.

I may have an issue with the jpip server
