Bug Description
Sometimes I want a blur to only apply to one part of an object, or to
affect one part more than another. I understand that one can do this with
masking, but it is far more tedious to achieve the desired effects that
way. An example of something useful would be like if there is an object
standing upright with an shadow starting at its base and getting farther
from the object. Closer to the object, the shadow should be sharp. Farther
away, it should be blurred.

This concept reminds me of back when somebody wanted a similar theory
applied to soft-shadows for Nexuiz. This site was mentioned - the
technique is very patented, but it might be useful or insightful:
