Bug Description
It would be nice to be able to assign effect settings to individual
gradient stops (particularly the blur effect), so that gradients would take
on a greater functionality.
Example:
* create a gradient with 2 stops
* stop 1 has blur '0'
* stop 2 has blur '1'
Inkscape would then automatically create an interpolated blur that varied
from '0' to '1' along the gradient vector.
This would be very useful for creating false perspective drawings (objects
become more out-of-focus as they move further into the background).

This is a wonderful suggestion. To take it further, providing a greyscale mask source that would apply to the intensity of the effect would be most useful.
I personally have been hoping for this sort of functionality in _any_ FLOSS tool.
Providing a blur then using a mask results in a double image. Providing an intensity map for a given value would be extremely useful and powerful. Only one of the devs might be able to speculate as to how difficult creating this type of mask effect would be.
