Unlikely, that report is for the Windows port of Inkscape (many of the known issues with tablets differ a lot depending on GTK+ backend / OS /desktop). Based on the provided information (Ubuntu 12.04), I'd guess it's another duplicate of

@Hauke - you could test whether it's the same known issue by launching inkscape from the terminal like this:
$ LIBOVERLAY_SCROLLBAR=0 inkscape
This will disable Ubuntu's custom scrollbars which are known to prevent pressure sensitivity with tablets in inkscape.
